General transport procedures in preparation for export
- The importer outside the country contacts the exporter to identify the goods, quantity, price, shipping method and payment method. Then both of them conclude the contract involving a description of goods, sale and shipping conditions, as well as sale, delivery and payment terms. Shipping conditions and method (by sea/airlines/land), the marking, labeling and packaging of goods will then be determined according to the requirements of the country of destination.

Preparations in advance to export via the ports
- The exporter contacts one of the customs agents in charge of transporting goods to one of the Israeli ports and calls one of the ship agents for the purpose of preparing the customs statement of export and to make arrangements with the port or the airport.
- The exporter ensures that the goods are labeled and marked. The marking of goods must comply with the importer’s instructions in the country of destination.
- The customs agent books a space on a suitable ship depending on the shipment type and destination. If it is necessary to use containers, the customs agent asks the ship agent to provide empty suitable containers for shipment storage.
- For security reasons, the goods coming from the Palestinian territories must arrive to the port at least 72 before the ship sets sail.
- The exporter ensures to transfer the goods to the port of Ashdod or Haifa, depending on the booked space on the relevant ship, via the nearest internal crossing to the goods. An Israeli driver transports the goods from the exporter’s warehouses to the port (door-to-door), or the goods can be transported on a Palestinian truck to the military checkpoint, where they can be successfully uploaded to an Israeli truck.
Preparations in advance to export via the Allenby crossing
- The customs agent ensures to provide the Israeli customs authority with the documents of the goods before the shipment arrives at the crossing. Required documents: customs statement of export, packing list and commercial invoice.
- Goods must be present at the Allenby crossing at least 24 hours before the ship sets sail.
Preparations in advance to export via the goods handling point at Ben Gurion airport
- The exporter contacts the customs agent to prepare the customs statement and contacts the shipping agent.to book on the airplane.
- Required documents: bill of lading, shipping invoice, order and storage certificate, certificate of origin (issued by the Palestine Chamber of Commerce and approved by the Palestinian Ministry of National Economy and the Palestinian customs) and the documents requested by the buyer based on the type of goods (issued by the Palestinian Ministry of National Economy or the Palestinian Ministry of Agriculture).
- A booking slip with airline company or customs agent.
- Packaging should be carried out as per the instructions of the airline company or customs agent.
- Goods from the Palestinian territories must arrive at the export parking of Ben Gurion handling station at least 24 hours before the flight takes off.
